The National Cultivation Pattern Program with the aim of improving the food security of the country, protecting the basic territorial resources, improving the employment and income of farmers and with special attention to the limitation of water and soil resources, changes in climatic components, the occurrence of continuous droughts and taking into account the territorial potential, considerations scientific and ecological capacities of the country have been compiled. Program implementation rate of the cultivated area of Ardabil province was 86%, yield 103.77%, production 92%, greenhouse construction 10.27%, nitrogen fertilizer75%, phosphorus fertilizer24.14%, potassium fertilizer20%, collective and individual media activities 98%, the capacity of extension structures 193%, thematic and product-specific educational and extension activities for farmers 213 percent, educational and promotional activities 213%, degree of agricultural mechanization 99.33%, the penetration rate of certified seeds in crops 100%, surface irrigation 62.5%, sprinkler irrigation 20%, drip irrigation 17.5%. In total, the percentage of realization was 80.99%. The highest water use efficiency of crops was in forage corn (55.24 kg/m3), watermelon (5.89 kg/m3), melon (5.71 kg/m3), and potato (5.25 kg/m3), and the lowest was in sesame (0.28 kg/m3) and beans (0.31 kg/m3). Drip irrigation system has been implemented for wheat (10%), barley (5%), potato (80%) and cotton (5%). In most of the dominant crops except potatoes, surface irrigation is still used at more than 60%. Modern irrigation systems have been implemented on 1694 hectares. The percentage of realization of the number of smart meters installed is 60.87%. During this period, 56 smart meters have been installed for authorized wells in this province. This year, the volume of water delivery was 6000 with a percentage of realization of 60.5%. Among the major crops, rice, watermelon, melon, garlic and peanuts were more abundant than the cropping pattern. Other important major crops that were realized at less than 50 percent were spring irrigated crops in the north of the province (Parsabad and Bilehsavar region), which could not be fully implemented due to the lack of water supply and storage in the Moghan network. The important reason for the increase in the cultivation area of rice, peanut, garlic, watermelon and melon is economic and the farmers are looking for more profit. Therefore, in this case, there is a need to pass a law and a more appropriate planning to reduce the area under cultivation of these products. With the notification of the cultivation pattern program, it is not possible to persuade the farmers to reduce the area under cultivation. Therefore, a support policy and a guaranteed price in accordance with the cultivation pattern for the above-mentioned crops and other important and economic crops can be a suitable solution. The seed crops were also more than the announced plan. One of the major crops that was realized less than 10 percent is grain corn, which is cultivated in the north of the province in the summer. Overall, the implementation of the program in the second year of implementation in Ardabil province is evaluated as good with the goals of the notified cropping pattern program. Efforts should be made to further realize the program in the coming years by implementing the cropping pattern and to eliminate the shortcomings of the 2023-2024 program.
