برنامهی الگوی کشت ملی با هدف ارتقای امنيت غذائی کشور، حفاظت از منابع پایه سرزمینی، ارتقاء اشتغال و درآمد کشاورزان و با توجه ویـژه بـه محدودیت منابع آب و خاک، تغییرات مولفههای اقلیمی، بروز خشکسالیهای مسـتمر و بـا لحاظ نمودن تـوان سرزمینی، ملاحظات علمـی و ظرفيتهای اکولوژيکی کشور تدوین شده اسـت. مرکز تحقیقات و آموزش کشاورزی و منابع طبیعی استان مرکزی عهدهدار نظارت و پايش برنامه الگوی کشـت در استان مرکزی بود. هدف از نظارت بر برنامه الگوی کشت پایـش، ارزیابـی، اصلاح و بههنگامسـازی انتظـارت پیشبینی شــده و نتایج به دسـت آمده و ارائـه بازخـورد به عوامل تدوین کننده و اجرایی برنامه، به منظور برطرف نمـودن نقاط ضعف و تقویـت نقاط قوت آن و نظارت مستمر بر اجرای مناسب برنامه در راستای رویکردهای تعيين شـده است. براساس دستورالعمل ابلاغی، جلسات و بازدیدهای میدانی کارگـروه اسـتانی نظـارت بـر اجرای الگوی کشت تشکیل گردیدند. بر اساس نتایج بدست آمده از ارزیابی برنامه الگوی کشت در سال زراعی جاری (1403-1402) در استان مرکزی سطح زیرکشت، عملکرد و تولید محصولات زراعی گندم آبی، جو آبی، گندم دیم، جو دیم و نخود دیم محقق شده و مناسب ارزیابی میشود. برخلاف سال 1402-1401، در سال جاری اهداف برنامه در خصوص کشت دیم محصولات گندم، جو و نخود محقق شده است. سطح زیر کشت سیب زمینی، طالبی، خربزه و پیاز با وجود اینکه جزء محصولات با نیاز آبی بالا محسوب میشوند نسبت به برنامه ابلاغی افزایش قابل توجهی داشته است. یونجه دیم، کنجد آبی و کلزا از محصولاتی است که درصد تحقق آن هم در سطح زیرکشت و هم در میزان تولید درصد پایینی است. اهداف برنامه در افزایش ضریب مکانیزاسیون و اجرای سیستم آبیاری بخوبی محقق شده است. اما میزان تحقق اهداف برنامه در افزایش ضریب نفوذ بذر گواهی شده در محصولات استراتژیک گندم و جو (آبی و دیم) بسیار کم بوده است. در سال 1403-1402 تحقق اهداف برنامه در حوزه فعالیتهای رسانهای جمعی و انفرادی با برنامههای پیشنهادی پیشرفت خوبی نداشته و انطباق برنامه با اهداف متناسب نبوده است. اما در حوزه فعالیتهای سازههای ترویجی و فعالیتهای آموزشی- ترویجی موضوعی و محصولی درصد تحقق بالا بوده و اهداف برنامه در سال زراعی جاری بخوبی محقق شده است. در مجموع اجرای برنامه در سال 1403-1402 اجرا در استان مرکزی با اهداف برنامه الگوی کشت ابلاغی قابل قبول ارزیابی میشود. اصلاح و تحقق این برنامه نه تنها همت مدیران استانی را طلب مینماید، بلکه بایستی سیاستمداران و مسؤلین محترم وزارت جهاد کشاورزی با همکاری نهادهای حاکمیتی و مجلس شورای اسلامی در خصوص تصویب قوانین حمایتی در زمینه الگوی کشت همکاری لازم را داشته باشند.

The National Crop Pattern Program has been developed with the aim of enhancing the country's food security, protecting basic territorial resources, improving employment and income for farmers, and with special attention to the limitations of water and soil resources, changes in climatic components, recurring droughts, and considering territorial capacity, scientific considerations, and the country’s ecological capacities. The Markazi Province’s Agricultural and Natural Resources Research and Education Center was responsible for monitoring and evaluating the crop pattern program in the Markazi Province. The purpose of monitoring the crop pattern program is to track, evaluate, amend, and update the anticipated expectations and achieved results, providing feedback to the program developers and implementers to address weaknesses, strengthen advantages, and ensure continuous proper implementation of the program in line with the defined approaches. According to the issued guidelines, meetings and field visits of the provincial task force for monitoring the implementation of the crop pattern were conducted. Based on the evaluation results of the crop pattern program in the current agricultural year (2023-2024) in the Central Province, the cultivated area, yield, and production of irrigated wheat, irrigated barley, rainfed wheat, rainfed barley, and rainfed chickpeas have been achieved and are evaluated as satisfactory. Unlike the 2022-2023 year, the program’s objectives for rainfed cultivation of wheat, barley, and chickpeas have been met this year. However, the cultivated area of high-water-demand crops such as potatoes, melons, cantaloupes, and onions has significantly exceeded the planned levels. Rainfed alfalfa, irrigated sesame, and canola are among the crops with low achievement percentages in both cultivated area and production. The program's goals for increasing mechanization levels and implementing irrigation systems have been successfully achieved. However, the achievement of program objectives in increasing the penetration rate of certified seeds in strategic crops such as wheat and barley (both irrigated and rainfed) has been very low. In the 2023-2024 year, the program’s objectives in the domain of collective and individual media activities have not progressed well, and alignment between the program and its objectives has been insufficient. However, in the areas of promotional infrastructure activities and subject- and product-specific educational and promotional activities, the achievement rate has been high, and the program’s goals for the current agricultural year have been successfully met. Overall, the implementation of the program in the 2023-2024 agricultural year in the Central Province has been evaluated as acceptable in alignment with the objectives of the issued crop pattern program. To further realize the program in future years and to address the shortcomings of the 2023-2024 program, concerted efforts must be made. The refinement and realization of this program not only require the commitment of provincial managers but also necessitate the cooperation of policymakers and officials from the Ministry of Agriculture Jihad, alongside the collaboration of governing bodies and the Islamic Consultative Assembly, in enacting supportive legislation related to the crop pattern.
