In the optimal cultivation plan (cultivation pattern) of the 1401-1402 crop year, the area under cultivation of irrigated rapeseed was predicted to be 259,145 hectares, of which 97,797 hectares were actually realized. Also, the planned and realized yield were 2001 and 1699 kg/hectare, respectively. As a result, due to the failure to achieve the goals of the area under cultivation and yield, the planned production of 520,285 tons was also not realized, and in practice 152,461 tons were produced. These statistics show that the percentage of achievement of the area under cultivation, yield, and production goals at the national level was 38, 85, and 29 percent, respectively. In the present study, the roots of the failure to achieve the goals of the oilseed self-sufficiency project (rapeseed) within the framework of the productivity cycle have been examined. For this purpose, first, using information obtained from the implementation of the program during the 1401-1402 crop year, the program and realization goals in the 30 provinces and regions under study were compared. Then, the program and realization status of the under-cultivated, functional, and production goals of each province and region was examined, along with identifying the root causes of the issues affecting the gap between the planned and realized goals. According to the research findings, in order to achieve the goals of the rapeseed self-sufficiency project, it is necessary to take measures simultaneously inside and around the farm. Promoting and developing training focused on land suitability, bed preparation, planting date, weeds, pests, nutrition, harvesting and shedding methods on the one hand and providing water resources, appropriate seeds, basic fertilizers, accuracy in scheduling contracts, timely announcement of guaranteed prices, improving purchasing conditions, and determining the minimum economic area for combine harvester activity on the other hand are necessary to increase rapeseed production in the country. It is necessary that the outcome of these activities sustainably improve the profitability of rapeseed cultivation compared to competing crops so that national goals related to oilseeds can be achieved within the framework of the Food Security Document and the Seventh Development Plan.
