طی چند دهه اخیر رشد سریع جمعیت کشور و شتاب دستگاههای اجرایی برای تأمین اهداف سازمانی و منافعاقتصادی کوتاهمدت وهمچنین اجرای سیاستهای بخشینگر، فشار بر انواع منابع تجدیدشونده آبخیز را تشدید کرده و باعث کاهش سالمت آبخیزها شده است. تقریباً تمامی برنامهریزان و سیاسـتگـزاران بخـش منـابعطبیعی کشور بر این نكته اتفاق نظر دارند که این منابع در حال زوال و تخریب بوده و با شیوههای کنونیبهـرهبـرداری و مدیریت، ایـن روند همچنان ادامه خواهد داشت. برای حفظ و ارتقای وضعیت سالمت آبخیزها میبایست آنها را مطابق با الگوی مناسب و سازگار با شرایط محیط داخلی و خارجی مدیریت نمود. شناخت مشكالت آبخیز و بررسی دالیل بروز آنها، اصولیترین گام طرحهای مدیریت آبخیز بوده که نتیجه آن شناسایی راهكارهای اصلی مدیریتی در هر آبخیز است. لذا پیش از تدوین برنامههای عملیاتی، بررسی ریشهای مشكالت و تعیین راهكارهای مدیریت امری ضروری است. هدف از این گزارش، معرفی و نحوه کاربست چارچوب DPSIRبرای تحلیل علت و معلولی مشكالت زیستمحیطی آبخیزها و تعیین پاسخهای مدیریتی مناسب است.یافتههای تحقیق نشاندهنده آن است که 4 نیروی محرکه مؤثر در حوزه آبخیز باعث ایجاد 25 فشار تأثیرگذاردر حوضه بوده که باعث به وجود آمدن 10 وضعیت با 13 اثرگذاری مهم شده که 28 پاسخ را به همراه داشته است. واژههاي كليدي: سالمت آبخیز، تحلیل علت و معلولی، مشكالت زیستمحیطی، مدیریت پایدار آبخیز

During the last few decades, the rapid growth of the country's population and the need to provide food has intensified the amount of watershed services, so that the unbalanced development with natural conditions and the acceleration of executive bodies to provide organizational goals and short-term economic benefits, as well as the implementation of sectoral policies, put pressure on all types of watershed renewable resources. Both the water, the soil and the natural vegetation have intensified and caused a decrease in the health of watersheds. The drying up of lakes and wetlands, the drop in the level of underground water tables, the salinization of land and the intensification of desertification processes, the creation of micro dust centers, changes in land use, severe erosion and the occurrence of numerous floods are among the issues that indicate the lack of proper management of watersheds and as a result deterioration. Their health status. Almost all the planners and politicians of the country's natural resources sector agree on the fact that these resources are deteriorating and being destroyed, and with the current methods of exploitation and management, this process will continue. In order to maintain and improve the health status of watersheds, they should be managed according to the appropriate pattern and compatible with the conditions of the internal and external environment. Recognizing watershed problems and investigating their causes is the most basic step of watershed management plans, which results in identifying the main management solutions in each watershed. Therefore, before developing operational plans, it is necessary to investigate the root of the problems and determine the management solutions. The purpose of this report is to introduce and apply the DPSIR framework to analyze the causes and effects of environmental problems in watersheds and determine appropriate management responses. The result is that the DPSIR approach with cause and effect analysis provides a suitable intellectual infrastructure and a prerequisite for entering the watershed operational program category. Therefore, it is suggested that relevant executive bodies, before formulating operational plans in each watershed, identify appropriate responses by applying this approach.Keywords: Watershed health, cause and effect analysis, environmental problems, sustainable watershed management
