گزارش حاضر ارائهدهنده عملکرد پژوهشکده حفاظت خاک و آبخیزداری کشور از منظر اجرای برنامههای چهارساله عملیاتی پژوهش و فناوری مهندسی رودخانه و حفاظت سواحل، مدیریت جامع حوزههای آبخیز، مدیریت فرسایش خاک، مدیریت آب در مقیاس حوضه و خشکسالی و تغییر اقلیم در سال 1403 است. از منظر اسناد بالادستی، پژوهشهای مسئلهمحور پژوهشکده در راستای تحقق مواد قانونی 107،102،96،94،93،60،40،39،38،37،36،33،32،22،2 هستند. تعداد اعضای هیئتعلمی ستادی و استانی در سال 1403 به ترتیب 35 و 61 و جمعاً 96 نفر بوده است. همچنین، تعداد اعضای محقق غیر هیئتعلمی ستادی و استانی به ترتیب 6 و 41 نفر بوده است. این پژوهشکده در سال 1403 دارای 358 فقره طرح ادامهدار بوده که از آن بین، تعداد 160 ستادی و 198 فقره طرح توسط همکاران استانی تعریف شدهاند. همکاران ستادی با متوسط 7/4 پروژه و همکاران استانی با متوسط 1/3 پروژه دارای متوسط مناسبی در سطح سازمان به شمار میروند. بخش پژوهش و فناوری در سال 1403 پرکارترین سال خود را طی سالهای اخیر پشت سر گذاشت و در آن کمیته علمی - فنی با برگزاری 23 جلسه و بیش از 1500 نفرساعت کار، تعداد 177 پروژه تحقیقاتی مستقل، مشترک و سفارشی را به تصویب و ابلاغ کند. این تعداد نسبت به سال 1402، رشدی 450 درصد را تجربه کرده است. شایانذکر است، گروه مهندسی رودخانه و حفاظت سواحل با تصویب 53 پروژه با راهبری 4 نفر عضو هیئتعلمی دارای بیشترین راندمان کاری بوده است. از تعداد 177 پروژه مصوب در سال 1403، 65 فقره طرح و زیر پروژه سفارشی معادل 36 درصد از کل طرحهای مصوب و 24 درصد کل طرحهای در دست اجرا به شمار رفته که در قالب قرارداد خاص با دستگاههای اجرایی مختلف با اعتباری معادل 3502985000 ریال تصویب و ابلاغ شده است. در راستای افزایش اعتباربخشی به بخش تحقیقات و فناوری، اعتبار مصوب طرحهای تحقیقاتی در کمیته علمی - فنی پژوهشکده برابر 35,794,043 تومان بوده است که نشان از رشد 13 برابری نسبت به سال 1402 داشته و ثبت رکوردی بینظیر در سالهای اخیر در پی داشته است. در سال 1403، مبلغ 1010 میلیون ریال برای اجرای طرحهای پژوهشی ستاد و مبلغ 7750 میلیون ریال برای اجرای طرحهای پژوهشی استانی تخصیصیافته است. همچنین، مبلغ عقد 11 قرارداد طرحهای سفارشی در سال 1403، 2/7 میلیاردتومانی بوده است که از آن تا پایان سال مبلغی بالغ بر 2/1 میلیارد تومان بهحساب پژوهشکده واریز شده است. در سال 1403، تعداد 111 پروژه دفاع شده موفق به اخذ فروست شدهاند. سایر اقدامهای انجام شده توسط همکاران پژوهشکده شامل 103 مقاله علمی – پژوهشی، تعداد 376 ساعت رویدادهای ترویجی، تعداد 140 ساعت تدریس و تعداد 236 ساعت رویداد آموزشی بودهاند. دستاوردهای پژوهشکده در سال 1403 شامل تعداد 20 دانش فنی قابل تجاریسازی، تعداد 35 یافته قابل ترویج، تعداد دو دستنامه فنی، تعداد 18 دستورالعمل فنی، تعداد 17 کتاب تألیفی، تعداد سه کتاب ترجمه، تعداد 29 گزارش علمی - فنی و علمی - تحلیلی، تعداد 20 نشریه فنی و بالاخره تعداد هفت نقشه و اطلس نقشههای موضوعی بودهاند. همچنین، تعداد 15 مقاله Q1 و 11 مقاله Q2 توسط اعضای هیئتعلمی ستادی و استانی منتشر شده است.
مطابق برنامهها و سیاستهای ترسیم شده، بخش پژوهش و فناوری با برگزاری مجدانه کمیتههای علمی - فنی، شورای پژوهشی و ارتقای عملکرد هیئت ممیزه اعضای هیئتعلمی، تغییر و تسهیل روند کار کمیته علمی - فنی، حمایت از پژوهشگران در ترفیع ارتقای، اتخاذ راهبرد پژوهشمحور هزینه بودجه جاری پژوهشکده، تشویق محققان اثرگذار، جذب همکار هیئتعلمی پروژهای، مستندسازی فنبازارها، ترویج یافتهها و دستاوردهای پژوهشی، تجاریسازی یافتهها افقهای چون ارتقای جایگاه اثربخشی و علمسنجی، انجام بهموقع و بهینه امور محوله سازمان، پاسخ به نیازمندیهای بخش اجرا، ارتقای جایگاه بینالمللی، توانمندسازی علمی همکاران، انتقال علم و تجربه به محققان جوان، تولید و توسعه بروندادهای اثرگذار در تات و کشور را دنبال کرده است.
پژوهشکده حفاظت خاک و آبخیزداری در سال 1403 از منظر برنامهریزی و پشتیبانی سال پرکاری را پشت سرگذاشت. همانگونه که اشاره شد، دستیابی به اهداف متصور بهویژه احیاء ایستگاههای تحقیقاتی، بدون افزایش اعتبارات تملک و دارایی امکان پذیر نبود. لذا، در سال 1403 با پیگیری مجدانه از دستگاههای بالادستی همچون مجلس شورای اسلامی، سازمان مدیریت و برنامهریزی و سازمان منابع طبیعی و آبخیزداری، اعتبارات تملکی رشد 400 درصدی داشت و به 64 میلیارد تومان ارتقاء یافت که از آن 70 درصد تخصیص یافته است. از این رو، پژوهشکده حفاظت خاک و آبخیزداری با بازدید از 20 استان دارای ایستگاه آبخوانداری و رسیدگی به وضعیت جاری و رفع مشکلات زیرساختی و معارضین، سالی بسیار پرکار را پشت سرگذاشت و متناسب با ابعاد و حجم فعالیت ایستگاهها تا مبلغ 25 میلیارد تومان اعتبار تملکی به استانها تخصیص داده است. شایانذکر است، با افزایش عملکرد پژوهش و فناوری در سال 1403، اعتبار تخصیصی پروژههای ستادی رشدی 400 درصدی را تجربه کرده است که در نوع خود در سالهای اخیر بینظیر بوده است.

The report presents the performance of the Soil Conservation and Watershed Management Research Institute (SCWMRI) from the perspective of implementing the four-year operational programs of research and technology in river engineering and coastal protection, comprehensive watershed management, soil erosion management, water management at the basin scale, and drought and climate change in 2024. From the perspective of governmental laws, the research institute's problem-oriented research follows the implementation of legal articles 107, 102, 96, 94, 93, 60, 40, 39, 38, 37, 36, 33, 32, 22, and 2. The number of the headquarter and provincial staff members in 2024 was 35 and 61, respectively. Furthermore, the number of supportive researchers in the headquarters and provincial faculty researcher members was 6 and 41, respectively. SCWMRI has investigated 358 research projects to implement in 2024, of which 160 projects belong to headquarters academic staff and 198 are defined by provincial colleagues. Headquarters academic staff with an average of 4.7 projects and provincial colleagues with an average of 1.3 projects are considered to have a good average at the organization level. In 2024, the Research and Technology Department had its busiest year in recent years, in which the Scientific and Technical Committee held 23 meetings and worked more than 1,500 man-hours, approving and announcing 177 independent, collaborative, and ordered research projects. This number has experienced a 450 percent increase compared to 2023. It is worth noting that the River Engineering and Coastal Protection Department had the highest work efficiency, with the approval of 53 projects under the leadership of 4 academic staff. Of the 177 projects approved in 2024, 65 are ordered projects and sub-projects, equivalent to 36 percent of the total approved projects and 24 percent of the total projects under implementation, which have been approved and notified in the form of special contracts with various executive agencies, with a credit equivalent to 3,502,985,000 Rials. To increase the accreditation of the research and technology sector, the approved credit for research projects in the Scientific and Technical Committee of the Research Institute was 35,794,043 Tomans, setting an unprecedented record in recent years. In 2024, 1010 million Rials were assigned for the implementation of headquarters research projects, and 7750 million Rials were allocated for the implementation of provincial research projects. Also, the value of 11 ordered contracts in 2024 was 2.7 billion tomans, of which 1.2 billion tomans had been deposited into the research institute's account by the end of the year. In 2024, 111 defended projects were awarded a publishing number. Other actions taken by the research institute's colleagues included 103 scientific research articles, 376 hours of promotional events, 140 hours of teaching, and 236 hours of educational events. The research institute's achievements in 2024 included 20 commercializable technical knowledge, 35 promotional findings, two technical manuals, 18 technical instructions, 17 books, three translated books, 29 scientific-technical and scientific-analytical reports, 20 technical publications, and finally seven maps and thematic map atlases. Further, 15 Q1 articles and 11 Q2 articles have been published by headquarters and provincial staff.
In accordance with the outlined programs and policies, the Research and Technology Department has diligently held scientific-technical committees, the Research Council, and improved the performance of the faculty members' review board, changed and facilitated the work process of the scientific-technical committee, supported researchers in promotion and advancement, adopted a research-oriented strategy in the current budget of the research institute, encouraged influential researchers, attracted faculty and project colleagues, documented market technology, promoted research findings and achievements, commercialized findings, and pursued horizons such as improving the effectiveness and scientometric status, timely and optimal completion of assigned tasks of the organization, responding to the requirements of the implementation department, improving the international status, scientific empowerment of colleagues, transferring knowledge and experience to young researchers, and producing and developing influential outputs in the country and the world.
The Soil Conservation and Watershed Management Research Institute has had a busy year in terms of planning and support in 2024. As mentioned, achieving the envisaged goals, especially the revival of research stations, was not possible without increasing the appropriation and asset credits. Therefore, in 2024, with diligent follow-up from upstream agencies such as the Islamic Consultative Assembly, the Management and Planning Organization, and the Natural Resources and Watershed Management Organization, the appropriation credits increased by 400 percent (64 billion Tomans), of which 70 percent was allocated. Therefore, the Soil Conservation and Watershed Management Research Institute, by visiting 20 provinces with watershed stations and addressing the current situation and resolving infrastructure problems and opponents, had a working year and allocated up to 25 billion Tomans in appropriation credits to the provinces, commensurate with the dimensions and volume of the stations' activities. It is worth noting that with the increase in research and technology performance in 2024, the appropriation credit for headquarters projects has experienced a 400 percent growth, which has been unparalleled in its kind in recent years.
