گزارش حاضر حاصل اجرای پروژه ملی " بررسی تناسب اجرای روشهای حفاظت سواحل و توسعه زیرساختهایسازهای بهمنظور تهیه برنامه مدیریت نوار ساحلی استان بوشهر" است که شامل هفت زیر پروژه با برش شهرستانی به ترتیب دیلم، گناوه، بوشهر، تنگستان+دشتی، دیر، کنگان و عسلویه میباشد. این پروژه ملی از جمله نخستین پروژهای با رویکرد حوزههای آبخیز ساحلی بهشمار میرود که با هدف دستیابی به استقرار کاربری پهنه و اعمال مدیریت در طول نوار ساحلی با توجه به جمیع فرایندهای محیطی و مسائل و مشکالت موجود و نیروهای پیشران، فشارها، وضع حادث و اثرات ناشی از ناتعادلیها بر فضای کالبدی و بهره برداران انجام میشود. روششناسی پروژه ملی حاضر برای توان سنجی حفاظت و توسعه مبتنی بر بررسیهای کتابخانهای وسیع و مدل مکانی-توصیفی-تحلیلی و برای دستیابی به راهبردها و برنامه اقدام مبتنی بر چارچوب DPSIR است. در این گزارش، مواد مورد استفاده و روش پژوهش و عوامل اثرگذار برای توانسنجی توسعه ارائه شده است. همچنین مالحظات زیست محیطی، پدافند غیرعامل و حریمهای قانونی و آرایش بین آنها در هنگام پیشنهاد برای استقرار کاربری ارائه شده است. بروندادهای این پژوهش، پیشنهاد گروه کاربریهای متعادل و متوازن غالباً دریامحور و قابل استقرار در نوار ساحلی از منظر منابع طبیعی و مخاطرات موجود با رعایت کلیه مالحظات و برنامه اقدام با جزئیات متناسب با نیروهای پیشران، فشار ناشی از ناتعادلیها از استقرار کاربریهای موجود و پیشنهادی توسط دستگاههای اجرایی )اسناد باالدستی( بر فضای کالبدی و بهره برداران، اقدامهای مدیریتی برای وضع حادث ناشی از ناتعادلیها و باالخره اقدامهای متناسب با اثرات رخ داده از این ناتعادلیها خواهد بود. نتایج و دستاوردهای این پروژه ملی در توسعه دریامحور استان بوشهر به ویژه برای آبخیزداری ساحلی، مکانیابی بهینه بارگذاری سرمایه و جمعیت، پیشگیری از مخاطرات محیطی قابل استفاده است. سنجش تعادل بر اساس پارامترهای مختلف زیستمحیطی و زیرساختی و نقشه توسعه تفصیلی شهرهایساحلی استان بوشهر و پوشش آنها با خط خطر طغیان دریا نشان داد که شهرهای کنگان در معرض سیل نبوده و در هنگام طوفانهای دریایی غرق نمیشوند.کلمات کلیدی: استان بوشهر، توسعه و حفاظت، برنامه اقدام مدیریت، DPSIR، حریم دریا، کنگان

the approach of this project is to achieve the action plan of land use and management along the shorelines, considering all environmental processes and existing issues and problems, driving forces, pressures, states, and effects, caused by imbalances in the physical space and users. The project's methodology for measuring the power of conservation and development is based on extensive library surveys and the spatial-descriptive-analytical model to achieve strategies and action plans based on the DPSIR framework. The research materials and method were designed to obtain the proportionality of development along the Kangan city shoreline. Also, environmental considerations, passive defense, legal buffers, and the arrangement between them are presented when proposing land use planning. The outputs of this research are the protection and development action plan along the coasts of Bushehr province according to the coastal watersheds, and in that code, the priorities of coastal structural development capacity (breakwaters, ports, desalination facilities and tourism structures, and oil and gas industry facilities) and mechanical methods of coastal protection in three levels of suitability and three levels of biological conservation based on the management units, including three sedimentary cells, 16 sub-cells and 36 shoreline sections. The priority code for proposed sea-oriented and balanced land-use for establishing along the shoreline from the point of view of natural resources and existing risks, by all considerations and by the driving forces, the pressure caused by imbalances from the establishment of existing and proposed uses by executive bodies (governmental documents) on the physical space and end-users, management measures responses to states raised through imbalances and, finally the measures corresponding to the effects of these imbalances are presented spatially.The results show a significant diversity of conservation and development priorities along the coasts of Bushehr province. Action plans for the protection and development of Bushehr province along the coasts of Kangan are subject to the highest level of non-active defense considerations due to the deployment of strategic assets. The balance measurement based on various environmental and infrastructural parameters and the detailed development map of the coastal cities of Bushehr province and their covering with the risk line of sea flooding showed that the cities of kangan are not exposed to flooding and will not drown during sea storms. The Bushehr province protection and development action plan has presented the height code for the reconstruction of the existing buildings and the construction of future buildings according to the 36 existing shoreline sections, with the maximum, minimum, and average values of 4.25, 3.11, and 3.59 meters. In addition, this program has presented the depth and spatial interval of active sedimentation or the nearshore zone of coastal watersheds as spatial considerations for marine structures, with maximum, minimum, and average value.Keywords: Bushehr Province, Proportionality for development, The level of Conservation, Coastlines, DPSIR, kangan
