Based on the legal duties of the Ministry of Agriculture- Jihad and the approaches of the National Knowledge-Based Document on Food Security, the Law of the Seventh Development Plan and based on basic statistics and data, the Horticultural cropping pattern of country (IRAN) was compiled in the crop season of 1404-1405. In this study, climate data, suitability of lands, water requirement and irrigation requirement, available water, qualitative zoning of underground water resources, suitability of irrigation systems with Horticultural crops, cost and price data of product production and plant characteristics were taken into consideration. The indicators of physical water productivity, economical water productivity, crops yield and economic land productivity were used to determine the optimal cropping pattern. Based on the amount of access to water and food needs of the country and the production of Horticultural products, the optimal cultivated area of each product was determined in irrigated and rainfed conditions. Since the reduction of levels occurs for some crops and due to the existence of a yield gaps in the agricultural crops, it has been decided to compensate for the yield gaps through scientific and technological activities and to make optimal use of the available water and soil.
